Welcome to the official contest rules page for Holiday Matsuri 2025!

Here you’ll find everything you need to know to participate in our contests from general entry requirements to contest-specific guidelines. Please read carefully before applying.

HM Conventions, LLC (Holiday Matsuri) reserves the right to modify and/or update these rules at any time at our sole discretion and without prior notice.

General Rules for all Contests

These rules are for all contests, but some rules may be overridden individually in each contest.

  • If you want to apply to our contests, you must have a full pass to the convention. This is to ensure that applicants can attend contest days, awards ceremonies, and any applicable craftsmanship judging days and rehearsal days. We appreciate your understanding in this matter.
  • You may only participate once per contest; you can’t enter into two groups in the same contest.
  • Any free pass awards are provided to the email provided when the pass was awarded, and cannot be sold, transferred, or traded. Free tickets will only be provided for the following year, and cannot be forwarded to future years.
  • Each contest will outline how you sign up, but any contest that requires pre-signing up requires that you present your badge at time of check in.
  • For contests with international prizes a valid passport will be required. Contestants will need to show either the passport or a photo of the passport with valid dates to contest organizers for confirmation. Your passport, unless otherwise agreed upon with Cosplay Management, must be valid by December 1st 2025 and your passport must not expire before January 1st 2027 (As most international travel requires 6 months of validity when entering a country).
  • Contestants are required to follow the Rules and Regulations of Holiday Matsuri. Poor sportsmanship before or after the contests may disqualify you from all current contests and consideration for future contests held by Holiday Matsuri and its partners.
  • Age limits may differ for each contest but the age restrictions are the same
    • Age Restrictions:
      • Participants 18 or older have no age restrictions.
      • Participants 14-17 must be accompanied by a parent/guardian or have a signed parental consent form.
      • Participants 0-13 must be accompanied by a parent/guardian at all times.
        All WCC related events require all competitors to be at least 18 years old by December 15th 2025.

These rules provide jurisdiction for HMConventions, LLC (hereafter referred to as the “Hosting Company”) to run contests at Holiday Matsuri 2025  (hereafter referred to as the “Event”). The Hosting Company chooses to run contests, constituted as judgements of skill and performance at the Event.

The Hosting Company has the complete and unassailable authority to appoint Guests or Staff Members of its choosing to be judges of its contests. These judges shall hold the same weight as the Hosting Company in its authority to make judging decisions. Unless overridden by disqualification (see below . Revocation of Participation,) the judges’ decisions are final.

In order to participate in any contest, a contestant must fit under the following requirements:

  1. Passes

All contests run at the event require that the participant and any helpers are currently in possession of one of the following badge types:

  • Vendor Badge
  • Artist Badge
  • 3-Day VIP Badge
  • 3-Day General Admission Attendee Badge
  • 1-Day General Admission Attendee Wristband (this does not include Winter Cosplay Championship)
    • Any 1-Day Attendee wristband must be the day of the contest proper. For contests that begin between the hours of Midnight and 2am, the badge day must be the day prior (for example, a contest that begins at 1am on Saturday, a contestant must be in possession of a Friday Wristband).

 

  1. Age Requirements

All adult (18 years of age or older) contestants must be in possession of a valid (not expired) Photo Identification card or Passport that verifies their age. All minor (age 14-17) contestants must arrive with their parent or legal guardian to participate, or must possess a signed parent/guardian consent form for the minor contestant to participate in the contest. All children age 13 or younger must be accompanied by a parent or legal guardian at all times during the contest in order to participate.

All WCC related events require all competitors to be at least 18 years old by December 15th 2025.

Please note that contest age requirements may vary and it is up to the applicant to verify that they meet age requirements for participation. If an applicant does not meet the age requirements of a contest they will face disqualification.

  1. One Entry

Any participant can only enter in one (1) entry to each contest; a contestant may not participate multiple times in the same contest, but may participate in multiple contests during the Event.

Please note that participation in any of Holiday Matsuri Contests are at the discretion of the Holiday Matsuri Organizers. The contest staff can and will remove you from a competition if  there is a risk to your safety or the safety of those participating.

All contestants must hold themselves to a high standard of sportsmanship and any public disparagement of other competitors, judges, staff, the Holiday Matsuri event or partner events will not be tolerated. We understand that competitors may be disappointed with results but ask that negative commentary be kept private. 

Contestants may not engage in any public negative conduct such as (but not limited to):

  • Negative commentary or criticism about another contestant,  judges, or Contest Organizers race, color, religion, gender, national origin, disability, size, sexual orientation etc. 
  • Publicly talking negatively about another contestant, the judges, or the Contest Organizers (e.g., “Toxic behavior”) in relation to outcome of a contest, both in person or in public online platforms
  • Purposefully damaging another contestant’s entry/ costume
  • Lying or omitting facts about help received or the creation of items for a contestant’s entry 
  • Doxxing or encouraging doxxing of contestants, judges, staff, etc. before or after the event

We welcome constructive criticism of the event via proper channels of communication. If a contestant wishes to submit feedback, we encourage them to do so via the contests@holidaymatsuri.com email address. This feedback will be kept confidential and will not affect consideration for future contests.

A contestant that violates the Sportsmanship guidelines (outlined in sub-section 4. Sportsmanship), violates the rules outlined on the Event’s official website, or violates the laws of Orlando, Orange County, Florida, and/or the United States may result in disqualification from the event.

Only the Contest Lead, Event Lead, or any Event Director (or higher) may disqualify a contestant. A judge or any other staff member may not disqualify, or threaten to disqualify any contestant. A contestant violating a law will result in automatic disqualification of the contestant for the Event, and, depending on the severity, disqualification from future Events, and may be reported to law enforcement.

  1. Passes

All Pass awards to the following year’s Event hold no cash value, and cannot be sold, transferred, or traded. All Pass Awards must be used for the immediately preceding Event Year, and cannot be forwarded to the following year’s Event. All pass awards will be provided either as promotional codes or emailed to contestants to be utilized on the Ticket Site, and it is the participant’s responsibility to utilize the pass.

Passes must match the email address provided upon winning the pass and will only be issued to the address provided upon time of winning.

  1. Award Money

All cash money awards will be provided in US Dollars (USD) at the Event. If the participant loses money awards, they cannot be reimbursed. 

  1. Future Invitation Promises

Future invitation promises can be provided as awards for Guest Judging spots or Guest Spots. Future invitation promises will be awarded as free passes (see sub-section 6a. Passes above). It is the award winner’s responsibility to redeem the code and appear at the Event to judge. If the future invitation promise is a guest spot at a future Event, the Hosting Company will work with the award winner to choose an appropriate guest package. Both the Contestant and the Hosting Company are under no obligation to accept the terms of the guest package.

  1. Flights

The Hosting Company will purchase tickets, and the Award Winner(s) must provide all information necessary to purchase a ticket on behalf of the Award Winner(s). The class and company of the flights will be determined by the Hosting Company.

In the event that the Award Winner cancels the trip, the Award Winner must reimburse the Hosting Company the full reimbursement (if any was made).

Flights won as prizes must depart and return to and from the same airports (ie: Departing Orlando, Florida  (MCO) arriving to Paris, France (CGD), Departing Paris, France (CDG) arriving to Orlando, Florida (MCO). Winners will assume any additional cost beyond the scope of their prize package.

While staff will do their best to make travel arrangements with winners, the priority for all flights for international events is the time at the event,  the event participation/competition, and the budget for flights.

  1. Future Engagements

Due to the nature of the number of international competitions we have at the Winter Cosplay Championships, winners of an international prize may not  compete for the same prize the following year. GICOF Team USA 2024 may not compete for GICOF Team USA 2025. Holiday Matsuri Foreign Exchange is considered one category for both duo and solo.

  1. Pre-Signup

If a contest requires signing up prior to the Event, participants must apply online, and no signups will be permitted after the contest cutoff, including at the door.

  1. At-The-Door

If a contest permits signing up at the door, participants must sign up at the location designated for sign ups during the posted hours. Once enough valid entries enter, the applications will close and no more participants will be allowed to participate.

  1. Full Restriction

The contest team, directors and persons higher than directors have the right to refuse any further entries at any time, with or without warning when they believe the contest becomes full.

K-Pop Dance Cover Contest Rules

These rules provide expanded information on how specifically the K-Pop Dance Cover Contest (hereafter referred to as the “Contest”) is run at the Event. All questions about this contest may be directed to contests@holidaymatsuri.com. For rules not outlined explicitly in this section, please refer to the “General Rules” of each contest.

Participants must apply online by October 31st 2025 to be qualified for the Contest. All applicants must pre-purchase a pass to the Event, which must be a badge that is valid for at least Friday of the Event.

Every entry must include a video audition which shows off you or your group’s dancing skills. This video does not need to be the final dance that will be done at the Contest, but is highly recommended. The following requirements exist for the video:

  • Video must be 720p Resolution or Higher
  • Video must be Public or Unlisted. Submissions with Private Videos will be rejected automatically.
  • Video must show, in full view of all of the contestants in the entry. Videos with odd angles, or videos that cut off part of the body will be rejected.
  • Video must be between (inclusive) 1 – 1:30 mins.
  • Video must be shot in 16:9 or 4:3 wide (Horizontal) Format. Videos must not be shot in Vertical.
  • Video must have clear audio at what the applicants are dancing to.

Each Entry must include a music video reference for their audition.

  • Please provide a valid URL (YouTube is ideal) to the original dance version / dance rehearsal video of the song(s) you will be performing

If accepted, contestants must provide an Audio and/or Video File that will be played during their performance at the Contest on stage. 

Audio Requirements:

  • Audio File must be MP3, MP4, AVI or MPG (MPEG).
  • Audio File must be submitted to the Contest Team using a private link to the Contest Inbox by December 1st 2025. 
  • Any audio files submitted after that will be required to be brought via USB Thumb Drive to the Mandatory Rehearsal. Thumb drives must not attempt to install files when inserted, and any thumb drives that do so will be disqualified.
  • Audio File must include the audio the group wishes to dance to. Help will be provided if you have any issues trying to edit audio files so that it conforms to this length.
  • Audio File must be of a standard codec, and must not require any external installs.

Image Requirements (optional):

  • Image Files must be GIF, JPG or PNG files in either 720p (1280 pixels wide, 720 pixels tall) or 1080p (1920 pixels wide, 1080 pixels tall) format.
  • Images must not include anything beyond a “PG” rating, which means, no nudity, no violence, no gore, no cursing.
  • Images must not include advertisements to any other convention, event, or product.

Video Requirements (optional):

  • Video Files must be in MP4, AVI, MOV, or MPG (MPEG) format.
  • Video Files must be able to be played by “VLC Media Player” without any separate installs.
  • Video Files must be in 720p or 1080p format
  • Video Files must be 24, 30, or 60 FPS.
  • Video Files must not include advertisements to any other convention, event, or product.
  • Video Files must not include anything beyond a “PG” rating, which means, no nudity, no violence, no gore, no cursing.
  • If the Video contains the Audio that the group will be performing to, it may be submitted instead of submitting the Audio File.

LED Screen Information:  (Please note that screen sizes may change and if they change the Contest Staff will provide the new screen information)

  • 13:3 aspect ratio
  • 3200 wide
  • 1024 high
  • 13’ tall x 41’ long

Each applicant is required to put on a performance. Each performance must last 3 to 5 minutes. Each performance must have at least accompanying audio, though video or background images are permitted (see above). The ‘Best in Show’ winner will perform the second song they prepared for the competition.

Each award can only be awarded once per entry. Awards may be removed at the discretion of the Contest Management Team for lack of competition in that award. Prizes subject to change at the discretion of Holiday Matsuri.

  • Best in Show: $300, VIP Holmat tickets for 2026
  • Best Group: $100, Holmat 3-day passes for 2026
  • Best Solo- $100, Holmat 3-day pass for 2026
  • Most Creative- $50, Holmat 3-day passes for 2026

Holiday Runway Contest

These rules provide expanded information on how specifically the Holiday Runway Contest (hereafter referred to as the “Contest”) is run at the Event. Rules not outlined explicitly in this section, please refer to the “General Rules.”

Participants must sign up using the online sign up form. This form will be available online two weeks prior to the contest. Sign up is first come first serve and once the Contest has enough entries, no further entries are allowed. All entries will be accepted, as long as the cosplay is Holiday Themed and follows the Dress Code rules of the Event.

2a. Restrictions on Content

All Cosplays that are presented during this contest are restricted to only Holiday-Themed versions, whether official, or fan-created. All entrants must be following the dress code of the Event.

Each contestant will need to walk on-stage, show off their cosplay to the judges and the audience, and walk off stage after 30 seconds.  If an entry or group requires accomodation for health reasons, please contact the organizers directly to request assistance at contests@holidaymatsuri.com .

Each award can only be awarded once per entry. Awards may be removed at the discretion of the Contest Management Team depending on availability at the time of the contest.

Winter Cosplay Championships

These rules provide expanded information on how specifically the Winter Cosplay Championship (hereafter referred to as the “Contest”) is run at the Event. Each contest within the WCC has unique rules and it is recommended all participants review and prepare for these contests using their best judgment. All questions about individual contests may be directed to wcc@holidaymatsuri.com . For rules not outlined explicitly in this section, please refer to the “General Rules” of each contest.

All participants must have a valid US passport which must be viewed by the Event and be 18 years or older prior to participating in the contest.

Participants must apply online by October 12th, 2025 to be qualified for the Contest. Last application accepted must be submitted by October 12th, 2025 at 11:59 PM ET. All applicants must purchase a pass to the Event..

Applicants entering Contests with a performance requirement (GICOF, NCC, WCS, and the ECG) should understand that contestants are required to perform a skit according to the criteria of the events for which they are applying in order to be eligible to win certain prizes. Please see the specifications below as to what is required to qualify for each international award.

Applicants entering Contests with only a craftsmanship requirement ( HolMat Cultural Exchange Solo and Duo) should understand that contestants are NOT required to perform a skit as a duo or a soloist in order to be eligible to win certain prizes. Please see the specifications below as to what is required to qualify for each international award.

Applicants may apply and compete for multiple qualifiers but may only win one qualifier each year. IE: your pairs team may sign up for GICOF and HolMat Cultural Exchange Cosplay Program but are only eligible to win one of those prizes – GICOF OR HolMat Cultural Exchange Cosplay Program.

Judges and Sponsor Awards may be given to participants at the discretion of the Judges or Sponsors however  entry may receive more than one international qualifier prize/runner up award  and one Judges or Sponsor prize.

Every entry must include photo samples of your previous cosplay work. These photos must be of one completed cosplay that you have made and at least one work in-progress shots of cosplay you are currently working on for the event. The completed cosplay photos do not have to be of the cosplay that you are entering with. 

  • No less than three and no more than six photographs must be provided with application.
  • All photographs must be GIF, JPG or PNG form and it is requested that the costume be clearly visible.

For applications that also require a performance, applicants must provide a video or written breakdown of the performance. If selected for the Contest, a combined background video with audio file will need to be submitted for review by the contest team no later than December 1st, 2024. Upon review, contestants will have 48 hours to complete any adjustments required by the contest team. 

A video of the contestant’s cosplay performance rehearsal will be requested closer to the Event to help the Event video crew with the filming of the performance. This rehearsal video does not need to be in costume and will not be used by anyone outside of the cosplay and video crew teams.

Applicants will be confirmed via email and all requested items supplementary to the application will be requested directly to the email used for confirmation. Please keep an eye on your emails between submitting an application and the Event to receive confirmations and any communications/requests from the contest team.

Each Entry must include reference pictures of the cosplay.

Pictures must be official versions of the reference material; however if you wish, you may add additional personal sketches breaking down particular aspects of the design. These sketches MUST BE in addition to the official reference material

  • For the Nordic Cosplay Championships: You may select any pop-culture costume that is a fictional character which has a story/media connected to it. IE: You may not pick an original design such as Sakizou art as it is an art piece that does not have additional media beyond the image. 

  • For the GICOF: You must select costumes which are from a Cartoon/Anime, Comic/Manga/Manhwa, Animated Movie or Video Game. It may not be an original character or original design. 

  • HolMat Cultural Exchanger: You may select costumes which are from a Cartoon/Anime, Comic/Manga, Animated Movie, Video Game or any fictional pop-culture costume. You may use illustrations (such as Sakizou, Hannah Alexander, NoFlutter, Sunset Dragon) of existing characters or art which has at least 180 degree front references for accuracy in FULL COLOR but please note that selecting these illustration characters may disqualify you from other contest consideration in the WCC. 

  • For the ECG: You may select costumes of characters from anime, manga, comics, video games, movies, TV series, comic books, J-Music, and stage musicals. Cosplays of dolls or figures must be from items officially produced by the license holder and are subject to the approval of the Cosplay Staff. Costumes must have official reference, therefore personal creations/fanarts are not allowed in the contest. Each entry will have to be submitted and validated by the Cosplay Staff. Participants wishing to participate as a duo, trio or quartet must wear costumes from characters of the same source material. (ie: costumes from Star Wars may not be in the same performance as costumes from One Piece) It is allowed to mix different iterations from the same license (ie: costumes from Star Wars (Episodes 1-9) and costumes from The Mandalorian)

All entrants must provide a digital Build book no more than 15 pages long when they are accepted as a contestant. These Build books will be provided to the judges prior to pre-judging for them to review. A sample build book will be provided upon request. Printed versions of build books are not required but are welcome.

If accepted, contestants must provide Video and Audio Files which will be played during their performance at the Contest. 

Audio Requirements:

  • Audio File must be MP4, AVI or MPG (MPEG).
  • Audio File must be submitted to the Contest Team using a private link to the Contest Inbox by December 1st, 2025.
  • Audio File for the NCC must be no shorter than 90 seconds and no longer than 150 seconds and must only include the audio the contestant wishes to perform to.
  • Audio File for the GICOF must be no shorter than 90 seconds and no longer than 3 minutes and must only include the audio the contestant wishes to perform to. 
  • Audio File for the ECG and HolMat Cultural Exchange Cosplay Program is dependent on the number of participants.
    • Solo Participants have a 1 minute 30 second maximum.
    • Duo Participants have a 2 minute 30 second maximum.
    • Trio Participants have a 3 minute maximum.
    • Quartet Participants have a 3 minute 30 second maximum.
  • Audio File for WCS must be no shorter than 90 seconds and no longer than 2 minute 30 seconds
  • Audio File must be of a standard codec, and must not require any external installs.


Image Requirements:

  • Image Files must be GIF, JPG or PNG files in either 720p (1280 pixels wide, 720 pixels tall) or 1080p (1920 pixels wide, 1080 pixels tall) format.
  • Images must not include anything beyond a “PG” rating, which means, no nudity, no violence, no gore, no un-edited cursing.
  • Images must not include advertisements to any other convention, event, product or copyrighted images that do not belong to the contestants.

Video Requirements:

  • Video Files must be in MP4, AVI, MOV, or MPG (MPEG) format.
  • Video Files must be able to be played by “VLC Media Player” without any separate installs.
  • Video Files must be in 720p or 1080p format
  • Video Files must be 24, 30, or 60 FPS.
  • Video Files must not include advertisements to any other convention, event, or product.
  • Video Files must not include anything beyond a “PG” rating, which means, no nudity, no violence, no gore, no un-edited cursing.
  • If the Video contains the Audio that the group will be performing to, it may be submitted instead of submitting the Audio File.

Written stage directions and full audio/background video for the performance must be submitted by December 1st, 2025. This must include lighting requests for the contest and considerations for entering and exiting the stage.

All applicants must have made at least 80% of their costume by themselves or with their entry partners.

Any questions about the percentage of a cosplay should be directed to the Contest Staff for evaluation and review. Contest staff and Judges have the final say in whether or not a cosplay meets the requirements.  

Commissioned cosplays and purchased cosplays are not permitted at the contest, and any person that is found to have purchased or commissioned their cosplay will be disqualified.

Categories may be added or removed at the discretion of the Contest Staff or award supplier.

Please note:
Winners of international travel must be eligible to redeem their prizes in 2026. It will be at the sole discretion of the Event if they will roll prizing over to the following year. Sufficient time and notice shall be considered and given to contestants to make any arrangements to travel upon their selection. If a contest winner can not or chooses not to redeem their prize, it will be provided to the Runner-up Contestant for that contest. Contest winners who are in groups may not exchange group members after their selection. If a group member declines to participate, the prize will be provided to the Runner-up Group for that contest. No cash value shall be given to contestants who can not or choose not to redeem their prize.

Nordic Cosplay Championship USA Qualifier

General Description

The Nordic Cosplay Championship USA Qualifier is a contest for solo competitors. It has been held annually at NärCon Sommar in Linköping, Sweden since 2012.

The NCC is part of the 2024 Winter Cosplay Championship which will take place Saturday, December 21st, 2024, with the exact time TBD.

Your team needs to have valid badges to participate in the Winter Cosplay Championship and its contests.

Craftsmanship Pre-Judging is mandatory for all WCC events and will take place Thursday, December 19th, 2024 from 3:00 pm to 9:00 pm. Failure to attend Craftsmanship Pre-Judging will result in disqualification from the WCC and its contests.

You must be 18 years or older on the date of the preliminaries to compete.

Prize:
Winners will receive one (1) round-trip flight to Linköping, Sweden for the winner and one (1) assistant. Flight airline and class will be determined by the Organizer. Organizer will pay baggage fees for up to one (1) carry-on and up to one (2) normal checked bags per person. Organizer will not be responsible for baggage fees for oversized or additional baggage. Winners may purchase any additional upgrades to their flights.

Rules

Performance Length:

  • Each contestant must prepare a performance which should be between 90 seconds and 150 seconds long. The time of the performance cannot be longer than 150 seconds, cannot be less than 90 seconds, but can be of any length in between 90–150 seconds.

Performance Backdrop:

  • For the Winter Cosplay Championship, the contestant must make their own digital backdrop and/or any additional physical backdrops.
  • Upon selection as representative, the NCC will create a video for the digital backdrop based on the contestants wishes for the event in Sweden.
  • Upon selection as representative, the contestant’s physical backdrops will be subject to changes following communication between the NCC and the contestant. The contestant must be available to answer questions regarding their performance to make the background video as good as possible for the NCC Finals.

 

Contestants may use the following:

  • Music
  • Background video
  • Pre-recorded dialogue
  • Stage props
  • Handheld props

 

On Stage:

  • It is prohibited to take the performance off of the stage. Ex: to the area between stage and audience or into the audience.
  • Your performance may end with you exiting the stage.
  • Stage props must be lightweight enough for 2-4 people to carry up on stage.
  • You may not have more than 3 stage prop items being set for your performance.
  • Contestants should be able to walk in their cosplay without outside assistance. Stage helpers are allowed to help contestants onto the stage in case of steps or steep surfaces.
  • Contestants may not use: Any items that can spill on the stage, like bubbles, glitter, confetti etc.
  • Contestants may not use: Live fire, dry ice, live steel weapons or other things that could be a danger to yourself or others or any items that go against the rules of the Holiday Matsuri Weapons Policy.

 

Contestants may use one or more assistants/stage ninjas in their performance.

 

Rules for Assistants/Stage Ninjas:

 

Assistants may:

  • Wear a costume which will not contribute to your craftsmanship score. This costume may be purchased. 
  • Wear ‘stage ninja’ or ‘tech-blacks’ (all black clothing)
  • Appear on stage
  • Be on stage for the entire length of the performance
  • Have speaking/singing lines

 

Assistants may not:

  • Have a role equal to the contestant in the performance.

o   It should be 100% obvious who is the contestant and who is the assistant.

 

All performances are subject to changes requested by the production if there is a concern for safety of the audience, crew, or the contestant.

The production will review all performances after receiving all related files and plans and will contact each contestant with questions regarding their performance as needed.

 

The Costume:

Costumes must be constructed by the contestants themselves and the contestant is expected to be able to give an account of how all details of their costume were made. Store-bought and modified costumes are not allowed for the competitor.

 

Contestants are allowed to compete with a new costume or one they have used in another cosplay contest provided it has not won a major award at another convention/cosplay contest (such as Best in Show, Best of Division, etc.) Please contact Holiday Matsuri directly if you require clarification of this rule.

 

The Character:

The character must be a fictional character from a published source. Published pictures of the character must exist for judges’ reference. Original designs and characters are not allowed.

 

It is recommended that the character is part of a story/narrative.

 

It is recommended that the character is not a ‘genderbend’ version or a ‘gjinka/human’ version of a character if this version of the character is not part of the original published source.

Gyeonggi International Cosplay Festival USA Qualifier

General Description

The GICOF – Gyeonggi International Cosplay Festival is a Craftsmanship and Performance Competition for pairs of cosplayers. The winning team will become GICOF Team USA 2025 and travel to South Korea to represent the United States at the Annual Gyeonggi International Cosplay Festival.

  • Craftsmanship: 30%
  • Performance: 70%

Specific Rules

Competitors for the GICOF are a team of two cosplayers wearing costumes from the same series.

Competitors must wear self-made costumes. Small store-bought props may be used, but they should be disclosed to the judges the exact source nature.

Your Cosplay must be from a Cartoon/Anime, Comic/Manga, Animated Movie or Game. It may not be a fictional character/original design that you design yourself. Please contact the event should you have any questions about your costume selection.

Performance

Competitors must perform an act on stage that is no shorter than 1 minute, 30 seconds, and no longer than 2 minutes, 30 seconds. Competitors must provide their own visual and audio. Competitors must use pre-recorded audio; microphones will not be provided to provide on-stage audio.

Competitors must follow the prop guidelines listed in the Holiday Matsuri Code of Conduct. Items that spill, such as bubbles, glitter, confetti, water, etc. may not be used. Fire, dry ice, live steel, or any other dangerous effects or items may not be used.

GICOF Winner Performance

Winners’ Performance can be adjusted at the GICOF Competition in South Korea: their act may be between 2 minutes and 5 minutes.

HolMat Cultural Exchange

General Description

The HolMat Cultural Exchange is a Craftsmanship Contest open to both solos and groups of two.Winners of this contest  will experience cosplay outside of the United States, and meet cosplayers around the world.

The Solo winner of this contest will travel to Fantasy Basel in Basel ,Switzerland to participate as a featured guest. This price includes flights, accommodations, badges, and 2 baggage fees. 

The Duo winners of this contest will travel to Nagoya, Japan to experience the World Cosplay Summit 2025. This price includes flights, accommodations, badges, and 2 baggage fees.

Prize
Winners will receive one (1) round-trip flight per person. Flight, airline, and class will be determined by the Organizer. Organizer will pay baggage fees for up to one (1) carry-on and up to one (2) normal checked bag per person. Organizer will not be responsible for baggage fees for oversized or additional baggage. Winners may purchase any additional upgrades to their flights.

Prize includes hotel accommodation. Exact hotel and dates of the accommodations will be determined by the Organizer.

Prize Cancellation
In the event winners can not participate, the prizes may be allocated to runners up. In the event that runners up can not participate, no prizes will not be awarded.

Contest Overlap
Those that enter into the HolMat Cultural Exchange may ALSO  apply to either GICOF or NCC-US, but not all three. If a HolMat Cultural Exchange applicant applies to GICOF, they must apply as a duo group and prepare a performance. If the HolMat Cultural Exchange applicant applies to NCC-US, they must apply as a solo competitor and prepare a performance. 

If an Applicant wishes to apply to HolMat Cultural Exchange in addition to GICOF or NCC-US, they must compete on stage with a performance according to the guidelines in those competitions.

Please note that the ECG has no overlap with the HolMat Cultural Exchange for 2025.

Rules

HolMat Cultural Exchange is judged on craftsmanship only:

  • Competitors only competing for HolMat Cultural Exchange will walk across the stage in your costume/cosplay to music you select. If the Competitors do not select music, it will be selected by the Organizer’s Competition Staff. 
  • The walk on will not exceed 45 seconds, but Competitors will be required to stand on 3 points on stage to display their cosplays/costumes to the audience and judges.
  • Costumes/cosplays with mobility issues (oversized, fragile, complicated) cosplays may have their time and walk-on points adjusted, pending review from the Competition staff.

Applicants may enter with costumes/cosplays from any cartoon/anime, comic/manga, animated movie, video game, or fictional pop-culture reference. Applicants may enter with costumes/cosplays of original illustrations with no backing subject matter material, as long as you can provide a reference photo of at least 180 degrees front reference. References must be in full color. If Applicants select original illustration characters with no backing subject matter material, they will not be able to apply to other Qualifiers in this Competition.

General Participation Rules, Allowed Costumes, Number of Participants:

  • Participants taking part in this contest will participate as either a solo, duo, trio, or quartet.
  • Solo, duo and trio Participants have the option to make use of a Stage Ninja for their performance. (Please see ‘Stage Ninja regulations’ for further details).
  • Participants may perform in costumes representing characters from anime, manga, comics, video games, movies, TV series, comic books, J-Music, and stage musicals. The costumes must have official reference, therefore personal creations/fanarts are not allowed in the contest. Each entry will have to be submitted and validated by the Cosplay Staff and we welcome participants to reach out with any questions regarding their cosplay choice.
  • Figurines and dolls, if used as the main source material, must be produced from the original copyright owners, not from a third-party company using a license (ie: Disney Limited Edition Doll Series). Figurines and dolls may serve as additional references if they are identical to the original source. An approval from the Cosplay is mandatory when it comes to these questions to ensure the guidelines are respected.
  • Participants may enter as a solo, a duo, a trio, or a quartet.
    • Participants wishing to participate as a duo, trio or quartet must wear costumes from characters of the same source material. (ie: costumes from Star Wars may not be in the same performance as costumes from One Piece)
    • It is allowed to mix different iterations from the same license (ie: costumes from Star Wars (Episodes 1-9) and costumes from The Mandalorian)
  • Cosplay Staff and Cosplay Organizers have the final decision as to the validity of a source material and if it will be allowed in the contest.

 

Participation at Event:

  • The Participants and Representatives will have to confirm their participation to the Cosplay staff and, if selected, Cosplay Organizers, who will review their costumes and performance.
  • In case that the selected Representatives cannot attend the event, the first runner-up will take their spot.
  • The Participants’ and Stage Ninjas’ nationality must be the same from the country as the event (ie: USA). Participants of another nationality but holding a “Permanent residency card” (or equivalent document depending on the country legislation) are allowed to enter the selections from the country they live/reside in. However, they are not allowed to take part in the selections of another country, including the country of their original nationality, in the same season/year.
  • If selected, Participants will have to provide the documents and material requested by the Cosplay Staff or Cosplay Organizers. Failing to do so will result in penalties or disqualification.
  • For group Participants, one member will be designated the leader/main point of contact and will have the responsibility to send all the required documents and material to the Cosplay Organizers on behalf of their group.
  • The leader/main point of contact must respect and ensure the other members of the group respect the rules and instructions that may be given to them by the Cosplay Staff/Cosplay Organizers.
  • On the premises, the leader/main point of contact shall make sure that all the members are present and that all documents/media given for the performance work properly.

 

Performances, Time, Audio/Video:

  • The Participants are required to make a performance which would be suited for the ECG Finals for the qualifying round in a time configuration based on their number of participants.
  • Each configuration of participants has a different maximum performance time:
    • Solo Participants have 1 minute 30 second maximum.
    • Duo Participants have 2 minute 30 second maximum.
    • Trio Participants have a 3 minute maximum.
    • Quartet Participants have 3 minute 30 second maximum.
  • As the Stage Ninja doesn’t count in the number of Participants on stage, a solo Participant using a Stage Ninja will still have 1 minute 30 second maximum for their performance.
  • Audio and Video will be requested upon acceptance of application with additional information about screen, stage, and any requirements.
  • Participants are not allowed to use live microphones during their performance. While it is allowed to use the official voice and dubbing in your performance, it is highly recommended to record original voice over.

 

Stage Ninja regulations:

  • A Stage Ninja for the ECG is a person who will assist with a Participant’s performance while hidden on stage. This person is different from stage staff who assist with bringing items on and off the stage.
  • The Stage Ninja is someone selected by the Participants. The Cosplay Staff will not provide a Stage Ninja.
  • The Stage Ninja is an assistant on stage that can help the Participants in various ways. They may operate various devices or props, puppeteer stage props, assist with costume changes, and many other tasks imagined by the Participants, provided they remain hidden from audience view.
  • Stage Ninjas are not allowed to wear any costumes beyond solid colored clothing to blend into the performance.
  • Only one Stage Ninja is allowed per entry.
  • If the Stage Ninja is openly visible on stage by the audience, this will affect the performance score.
  • The choice to use a Stage Ninja may be different between the selections and the Finals. A Stage Ninja will be considered a ‘Representative’ for logistics matters if your entry is selected.
  • Selected representatives may not add a Stage Ninja if they qualify without one at the USA qualifier event. Should they decide to remove a Stage Ninja for their Finals performance, they must inform the Local and Finals Cosplay Organizers immediately.

 

Required Documents/Media:

  • A picture or illustration of good quality of the cosplayed character must be submitted with your application.
  • Upon acceptance into the WCC/ECG Qualifier, Cosplay Staff will request:
    • Video and audio media in one of the allowed formats and lasting the allowed time for your configuration.
    • Work in Progress pictures or a progress book of the costume(s) for the ECG Selection (up to a maximum of 15 pages).
    • Review of additional requests (such as lighting cues) which are recommended but not mandatory for the qualifying round.
  • Applications will be invalidated, and the Participants disqualified if any of the documents required is not provided at a precise date given by the Cosplay Organizers.

 

Judging:

ECG Team USA will be selected by the jury members based on the following criteria:

  • Each Jury may give 60 points for the costume and 60 points for the performance.

For Costume Construction:

  • Accuracy (20): This criteria is about how faithful the Participants’ cosplays are compared with the official source; if all details, patterns, colors, shapes etc. are accurately recreated. This includes make-up, wigs, accessories, and hand props if relevant to the character. This criteria also covers how well the Participants have adapted different parts of the costume to their body. Please note that body size, complexion, or other physical characteristics of the Participants are not relevant when it comes to the Accuracy score.
  • Finishing details (20): This criteria is about the quality and precision of each aspect of the Participants’ craft and how well-finished every part of the cosplay is, including make-up, wigs, accessories, and hand props. The finishing of details, such as potential embellishments will have an impact on this score.
  • Complexity and techniques (20): This criteria is related to the different techniques used by the Participants to produce their cosplays and how well they are applied to the costume. The jury will evaluate the number of techniques used, their complexity, and their execution to give a score to the Participants. If many techniques are used but with poor execution, this will affect their score; just like a perfectly produced costume using few techniques or low complexity will also see this score affected. Embellishments can be used to display more techniques and skills and will be further discussed below.

For Performance Scoring:

  • Acting and Staging (30): This criteria is regarding the skill and successful execution of the Participants’ performance on stage. The score will reflect how invested and expressive the Participants are on stage, as well as how well they act, move, and interact. The Stage Ninja and the quality of their work on stage will also have an impact on this score.
  • Quality of Media and use of the stage props (10): This score refers to the quality of the media used for the Participants’ performance. The quality of the sound and/or video includes how clear and easy to understand it is for both the jury and the audience. This score will also include how well the stage props are used and interacted with on stage by the Participants or how the Participants worked around not having some stage props for their performance.
  • Creativity and Entertainment (20): This score is how inventive, original, entertaining, and well-thought-out a performance is. It covers how the video or sound are used to support the story told on stage and how well the stage props are used and designed for the performance. When applicable, it also covers how creative the use of the Stage Ninja is.

 
Additional Considerations for scoring:

  • Stage props are not included in the costume grading but will be considered and have an impact on the performance scores depending on their usefulness during the performance.
  • If the official source of the costume design is respected by the Participants, embellishments on costumes will be allowed and will be assessed by the jury’s expertise and discretion. These embellishments can come in many forms: strass/rhinestones, patterned fabrics/materials, textures, LEDs or other special effects, etc. All Shapes, designs, patterns, colors, details appearing on the official source design should be present on the created costumes to aim for the maximum score on the ‘Accuracy’ criteria, otherwise penalties shall apply. These embellishments can be used to display a further range of crafting skills and/or add extra effects for the sake of the performance. Depending on the embellishments, they may have an impact on the ‘Finishing detail’ and ‘Complexity and Techniques’ criteria. They are by no means mandatory and no Participants will be penalized for not adding any on their costume. Embellishments may not be used to replace an existing element of the official source.
  • The final criteria are “the balance”, representing the amount of effort made for the costume and the performance. If one of the criteria is completely overlooked, the balance will be negative; if efforts were made but could have been clearly improved the balance will be neutral; and finally, if the Participants gave their all in both domains the balance will be positive.
  • The cosplay presented during the costume judging must be identical to the ones used for the performance on stage. Any modifications will be penalized, this includes make up, special effects, props, accessories & shoes.
  • During the costume judging the costume must be worn the same way it will be worn once on stage for the performance.
  • Accessories or hand props not used during the stage performance will not be accepted for the costume judging.
  • Regarding the costume scoring:  when comparing solo Participants with Participants in a group configuration, the score of the group will be the average of each individual costume according to the criteria above.
  • Apart from the costume used during their selections, each Participant is not allowed to enter the ECG Finals with a costume previously awarded by a selection or a prize at any other international competition event.
  • All costumes presented by the Participants must be hand-made at least 80%. For the duo, trio, and quartet, it is allowed that one or more Participants is the primary Crafter of the costumes for other members of the group, and for these members to not have taken part in the crafting process. Help from friends or relatives is tolerated as long as the majority of the work is done by the Participants. A Stage Ninja may not be the Crafter of a Participant’s costume. Any purchased or commissioned costume or parts will be rejected from entering.
  • Any part of the costume not made by the Participants will have to be declared and will be acceptable if it falls within the tolerated range. Failing to declare an item not made by participants will result in penalties or disqualification. This includes 3D models, embroidery patterns, electronic kits, and other kinds of patterns.
  • Each Participant must be 18 at the time they are selected.
  • Participants are not allowed to alter their skin tone with the intention of portraying or matching a character from a human ethnicity, existing or similar to an existing one, other than their own. This aspect of portrayal would have no impact on the scoring regarding accuracy to the original source material. Please contact staff if you have any questions regarding this rule.

 

Props and limitations:

Stage props are categorized into 3 sizes:

  • Big size props exceeding 20 kilos and require 2 staff to carry it in AND off the stage in one go in 15 seconds max.
  • Middle size props may not exceed 11 kilos and require 1 staff to carry it on AND off the stage in one go in 15 seconds max.
  • Small size props which can’t exceed 3 kilos and must be carried by the cosplayer on AND off the stage in one go in 15 seconds max if no staff is available.
  • Each entry at the final in France will have the help of up to 4 staff members max to carry the stage props in and off the stage. Please prepare for this maximum accordingly. Weapons and accessories held by hand do not count against this limit.
  • The Participants are responsible for the construction and resilience of their props/sets on the stage. These items must be solid and stable enough to be carried without special care.
  • Staff are the only ones to decide if a prop fits the rules and guidelines or not and reserve the right to remove props or items as they see fit for safety.

 

Safety:

  • Regarding safety issues, pyrotechnics (fireworks, firecrackers, lighters, inflamed or incandescent objects, candles) is forbidden.
  • Liquids are forbidden on stage (water guns, full bottles…), even in a closed container.
  • Steel weapons (sword and blade replicas) are forbidden, except the ones made by the Participants provided they are no threat to anyone.
  • Dropping or throwing confetti, glitters, feathers etc. is forbidden on stage.
  • The organization has the right to interrupt any performance that could be considered dangerous to the Participants or the nearby audience.

 

Disqualification:

  • Any Participant not complying with one of the articles from these rules exposes themselves to getting permanently disqualified.
  • Any Participant not complying with the Cosplay Organizers’ directions can be instantly disqualified.
  • Any Participant guilty of vandalism, theft, act of aggression (physical or verbal), offending behavior, or any other offense during the festival will be instantly and permanently disqualified. Pursuits will be enforced against them according to the current laws and rules.
  • Plagiarism regarding performances is not allowed. Participants are required to enter with an original project. Inspiration is encouraged and legitimate (from previous cosplay or other kinds of performances), but an obvious copy of an existing cosplay performance will result in disqualification. This sanction can happen post-event after a thorough investigation by the Cosplay Organizers and the ECG Officials. After investigation, the ECG Officials are the only ones with authority to arbitrate on the situation and act.

 

Additional Information:

  • Selected Participants are allowed to compete in a different costume than the one worn for the selections, provided that the Cosplay Organizers approve it. If they wish to do so, they will have to provide pictures of the characters and get approval.
  • The Participants must be able to come to France for a period of one week in early July.

  All Participants shall cooperate in a positive way to ensure the success of all events.

These embellishments can come in many forms: strass/rhinestones, patterned fabrics/materials, textures, LEDs or other special effects, etc. All Shapes, designs, patterns, colors, details appearing on the official source design should be present on the created costumes to aim for the maximum score on the ‘Accuracy’ criteria, otherwise penalties shall apply. These embellishments can be used to display a further range of crafting skills and/or add extra effects for the sake of the performance. Depending on the embellishments, they may have an impact on the ‘Finishing detail’ and ‘Complexity and Techniques’ criteria. They are by no means mandatory and no Participants will be penalized for not adding any on their costume. Embellishments may not be used to replace an existing element of the official source.
  • The final criteria are “the balance”, representing the amount of effort made for the costume and the performance. If one of the criteria is completely overlooked, the balance will be negative; if efforts were made but could have been clearly improved the balance will be neutral; and finally, if the Participants gave their all in both domains the balance will be positive.
  • The cosplay presented during the costume judging must be identical to the ones used for the performance on stage. Any modifications will be penalized, this includes make up, special effects, props, accessories & shoes.
  • During the costume judging the costume must be worn the same way it will be worn once on stage for the performance.
  • Accessories or hand props not used during the stage performance will not be accepted for the costume judging.
  • Regarding the costume scoring:  when comparing solo Participants with Participants in a group configuration, the score of the group will be the average of each individual costume according to the criteria above.
  • Apart from the costume used during their selections, each Participant is not allowed to enter the ECG Finals with a costume previously awarded by a selection or a prize at any other international competition event.
  • All costumes presented by the Participants must be hand-made at least 80%. For the duo, trio, and quartet, it is allowed that one or more Participants is the primary Crafter of the costumes for other members of the group, and for these members to not have taken part in the crafting process. Help from friends or relatives is tolerated as long as the majority of the work is done by the Participants. A Stage Ninja may not be the Crafter of a Participant’s costume. Any purchased or commissioned costume or parts will be rejected from entering.
  • Any part of the costume not made by the Participants will have to be declared and will be acceptable if it falls within the tolerated range. Failing to declare an item not made by participants will result in penalties or disqualification. This includes 3D models, embroidery patterns, electronic kits, and other kinds of patterns.
  • Each Participant must be 18 at the time they are selected.
  • Participants are not allowed to alter their skin tone with the intention of portraying or matching a character from a human ethnicity, existing or similar to an existing one, other than their own. This aspect of portrayal would have no impact on the scoring regarding accuracy to the original source material. Please contact staff if you have any questions regarding this rule.

 

Props and limitations:

Stage props are categorized into 3 sizes:

  • Big size props exceeding 20 kilos and require 2 staff to carry it in AND off the stage in one go in 15 seconds max.
  • Middle size props may not exceed 11 kilos and require 1 staff to carry it on AND off the stage in one go in 15 seconds max.
  • Small size props which can’t exceed 3 kilos and must be carried by the cosplayer on AND off the stage in one go in 15 seconds max if no staff is available.
  • Each entry at the final in France will have the help of up to 4 staff members max to carry the stage props in and off the stage. Please prepare for this maximum accordingly. Weapons and accessories held by hand do not count against this limit.
  • The Participants are responsible for the construction and resilience of their props/sets on the stage. These items must be solid and stable enough to be carried without special care.
  • Staff are the only ones to decide if a prop fits the rules and guidelines or not and reserve the right to remove props or items as they see fit for safety.

 

Safety:

  • Regarding safety issues, pyrotechnics (fireworks, firecrackers, lighters, inflamed or incandescent objects, candles) is forbidden.
  • Liquids are forbidden on stage (water guns, full bottles…), even in a closed container.
  • Steel weapons (sword and blade replicas) are forbidden, except the ones made by the Participants provided they are no threat to anyone.
  • Dropping or throwing confetti, glitters, feathers etc. is forbidden on stage.
  • The organization has the right to interrupt any performance that could be considered dangerous to the Participants or the nearby audience.

 

Disqualification:

  • Any Participant not complying with one of the articles from these rules exposes themselves to getting permanently disqualified.
  • Any Participant not complying with the Cosplay Organizers’ directions can be instantly disqualified.
  • Any Participant guilty of vandalism, theft, act of aggression (physical or verbal), offending behavior, or any other offense during the festival will be instantly and permanently disqualified. Pursuits will be enforced against them according to the current laws and rules.
  • Plagiarism regarding performances is not allowed. Participants are required to enter with an original project. Inspiration is encouraged and legitimate (from previous cosplay or other kinds of performances), but an obvious copy of an existing cosplay performance will result in disqualification. This sanction can happen post-event after a thorough investigation by the Cosplay Organizers and the ECG Officials. After investigation, the ECG Officials are the only ones with authority to arbitrate on the situation and act.

 

Additional Information:

  • Selected Participants are allowed to compete in a different costume than the one worn for the selections, provided that the Cosplay Organizers approve it. If they wish to do so, they will have to provide pictures of the characters and get approval.
  • The Participants must be able to come to France for a period of one week in early July.

  All Participants shall cooperate in a positive way to ensure the success of all events.

World Cosplay Summit USA

General Description

The following are the rules, as of 2025, for the World Cosplay Summit Championship USA Selections.

In an effort to best prepare our participants in the USA, we will be adhering to these rules as closely as possible unless additional accommodation is made and agreed upon by the Holiday Matsuri staff, at their discretion. 

Should any rule updates take place between the WCC application process for 2025 and the selection of WCS Team USA 2026, we will not enforce any rule updates until after the selection process is completed and the team is selected.

Rules

Qualifications for Representative Selection:

  1. One team of two cosplayers will represent each country or region.
  1. To participate in a preliminary round, cosplayers must provide, to the satisfaction of the preliminary round organizer, proof of citizenship or residency of the country or region holding the event. Participation as a representative of a country or region is permitted if the organizer or license holder is satisfied that the cosplayer is in the process of obtaining permanent residency in the specific country or region, and the corresponding residence status has been obtained under the legal system of the concerned country or region. In cases where regional affiliation is more relevant than national affiliation, or under joint systems such as confederations, participation is permitted as representative of the country or region to which cosplayers consider they belong.
    However, after participation as a representative of a specific country or region, participation as a representative of a different country or region is not permitted for 5 years from the year of participation, despite any changes in the cosplayer’s place of residence or nationality.
    The organizers of the corresponding country or region should be contacted for any question regarding the eligibility for participation and should they deem it necessary to be reviewed by the World Cosplay Summit Secretariat, the organizations and cosplayers shall adhere to the findings of that review.


A person who has held the position of the organizer in a country or region must step down from the organizer role and wait for at least one year before participating in the representative selection competition.

 

  1. Participants shall be aged 18 and over by December 18th, 2025.

  2. Participants shall be able to travel to Japan and participate in activities during the period of the World Cosplay Championship. In case it is not possible to travel to Japan, participants shall be able to participate in the schedule of the Championship and in the awarding ceremony via a remote online connection.

  3. The organizers of preliminary round events are granted the right to select the representatives by a method of their choice. In the event that a change of representatives cannot be avoided, the organizers of preliminary round events can appoint new representatives provided that they meet the requirements for participation. In such cases, the organizers of preliminary round events shall duly inform the WCS Executive Office of the change of representatives and the grounds for the selection of the new representatives.

  1. For the “World Cosplay Championship,” both representatives must select costumes based on characters from the same Japanese manga, anime, game, or tokusatsu series. Additionally, the cosplay costumes must be hand-made by the representative themselves.

  • Characters from dôjinshi (fanzine), anthology, or original design works of IP protected characters are not permitted.
  • The character must be recognizable as of Japanese origin. (For example, even if the anime is made in Japan, characters from Disney or Star Wars are not allowed.)
  • Titles based on novels or popular stories originally published or created in countries other than Japan are allowed as long as they have been adapted into manga, anime, or games in Japan and their character designs have been created in Japan. (For Examples: Howl’s Moving Castle by Studio Ghibli)
  • The costumes should generally be hand-made by the representatives, but they may receive help from family and friends and the assistance must be documented in their build books and disclosed to event organizers. Failure to disclose this information may result in disqualification.
  • Costumes from stages or live-actions adaptations may be used as references, but championship’s costume judging will be based on the original work.

 

Rules and Expectation of Representatives:

  1. Representatives shall cooperate in a positive manner in order to ensure the success of the World Cosplay Summit and its selection events.

  1. Media, such as TV programs, internet sites, newspapers, magazines, etc., may use pictures of the representatives and images of the preliminary contests for the purpose of promoting the World Cosplay Summit. On these occasions, compensation will not be furnished.

  1. Image rights in all media exposure such as the news from TV programs and other assorted media involved with the World Cosplay Summit, promotional activities in the print media as well as events and performances, announcements of the World Cosplay Summit during the World Cosplay Summit event period, will be attributed to World Cosplay Summit Executive Committee.

WCS USA Craftsmanship and Performance Scoring:

 Costume Judging (100 points)

Points are awarded according to the following three criteria related to the production of the constituent elements that express the character (costumes, hand props, makeup, wigs, etc.):

  • The differences of race, gender, or size of the cosplayers with respect to the original characters will not influence the judging of the degree of completeness of the costume proper.

 
Level of precision in the costumes (40 points)

The costumes are evaluated by comparing the actual costumes with the design of the costumes in the original work.

If the actual costumes are completely identical to the costumes in the original work, the full points are awarded. If completely different, the lowest score of 0 points is given. In addition, in cases where there is an unknown part in a costume that appears in the original work, as long as the costume for judging is true to the spirit of the character and the atmosphere of the original work, design construction and choice of color are left up to the discretion of cosplayers, and differences between it and the image submitted of the costume in the original work will not affect scoring.

(ie: In the black and white manga, it is not possible to know the correct color of costumes)

Costume Quality (40 points)

The costumes are evaluated according to multiple factors, such as how well the costume is combined, how well it fits the contestant, how beautifully it is constructed/painted/sewn, etc.

Technique (20 points)

The techniques used to create the costumes shall be evaluated by number of techniques used and mastery of these individual techniques. These points shall be in addition to the overall construction and quality of costumes to support any work that exceeds expectation of the costume construction.

 
Stage Performance Judging (100 points)

Performance (50 points)

Evaluation of aspects such as the quality and degree of accomplishment of the performance, the manner in which the story is conveyed, the usage of props, the respect to the original work, or the overall entertainment value.

 
Acting/Stage proficiency (20 points)

Evaluation of the expressiveness on the stage, including aspects such as the degree of accomplishment of singing, dancing, or other active elements in the performance and how well-rehearsed they appear, the expressiveness of performers in scenes with simple or no action, or the delivery of dialogue.

 
Costume stage presence (20 points)

Evaluation of the impression caused by the costumes on the stage, such as the values that are first perceived when the costume appears on stage. Aspects such as the use of gimmicks to change the appearance or the structure of the costumes during the performance are also taken into consideration.

 
X Factor (10 points)

The additional evaluation of points that exceed expectations and results which are particularly moving or exciting, or of the realization of new ideas that had not been seen before in the competition.

 
Overall Scoring:

The total score is on a scale of 200 points (total of 1. Costume Judging and 2. Stage Performance Judging).
Should the final score for the Costume Judging and Stage Performance Judging result in a tie, the ranking will be determined at the discretion of the judges in deliberation and reviewed by staff.

 

Costume Judging Rubric and Further Explanation:

 Craftsmanship Judging:

 In the Costume Judging, each judge evaluates the excellence of the representative cosplayer’s handmade costume creation technique, design, or overall atmosphere. The jury will assign a score based on half of the full score (50 points on a 100-point scale), with points added or subtracted.

 All the costumes used by the representatives on stage with the elements composing the character are to be evaluated and judged. The subject for judging is all the costumes (more than one is acceptable), make-up, wigs, and hand props.

 All the elements deemed indispensable to portray the character are considered a part of the costume and can be subject to judging. Elements not worn by the cosplayers but placed on the stage (objects to be used as assistance for the performance) cannot be subject to costume judging.

Judging is to be carried through a combination of costume build book and in person judging.

The judging order will be decided before the contest begins. The order may be changed only with the approval of the Organizing Staff and will only be allowed for reasons such as health or emergency circumstances.

Additionally, in case the Organizing Staff requests the correction of documents determined to be defective, it is required to resend a corrected version of the documents addressing the defects indicated from the Organizing Staff within 48 hours from the communication of the request.

Failure to adhere to requested timelines may result in disqualification for the competition year. 

 

Stage performance judging:

In the stage judging, the judges evaluate the representative cosplayer’s staging, expressiveness, creativity, entertainment value, and other overarching impressions through an on-stage performance of a maximum of 2:30 minutes. The jury will assign a score based on half of the full score (50 points on a 100-point scale), with points added or subtracted.

All requested and required items for participation must be submitted by the deadlines assigned by the Organizing Staff before the judging, together with original photos of the costumes, audio files, and video materials.

While contestants are free to select the content of their performance, they should leave the stage promptly after the conclusion of their performance unless otherwise advised. Actions that have the potential to dirty the stage or leave any residue or marks behind are prohibited, and contestants should act in accordance with the competition rules. The props left on the stage after the performance will be collected by the staff members, and neither the staff members or Organizers shall be held liable for any damage caused to the props during collection.

The period of about 60 seconds before the start of each performance is treated as change-over time. Performances that have stage props will have the props set by themselves and Event Staff during this interval. This time is used to emulate the experience at the Championship event in Japan and will be strictly adhered to at the WCS USA Selections. To this effect, it is required that ALL WCS USA HOPEFUL TEAMS WILL BE REQUIRED TO ATTEND A STAGE REHERSAL BEFORE PERFORMING.

It is not possible for anyone other than the two representatives to act as support during the performance. There will be no stage ninjas and no staff interaction beyond assisting the placement and retrieval of set pieces/props before and after the performances.

 The order of performances will be decided beforehand at random by the Organizing Staff. Once the order has been decided, it cannot be changed for any reason other than health reasons.

 

Full Rules for Participation:

Costume Judging:

All items that are judged should all be made by the 2 representatives themselves. A proportion of 75% or more of the items should be handmade, and the process and method of production shall be explained in the costume build book. If friends or family members have assisted in the creation process, this should be clearly presented in the costume report. If it is determined that 25% or more of an item is not made by hand, the item will not be included in the judging.

Items which are heavily transformed (such as covered shoes or altered gloves and stockings) may be used if the techniques of their transformation are documented.

Shop-purchased items (commercial articles) with no transformation (outside of basic items such as tights, standard undergarments, etc.) that are included or used on stage will not be eligible for judging. Shop-purchased pre-made props, outside of set decoration, are not allowed.

In case that details are changed with respect to the original work, such as when adding parts for gimmicks, this must be clearly explained in the costume build book.

 

3D Printing:

It is permitted to use fully automatic production tools that rely on data input, such as 3D printers or fabric printers. Aspects such as the modeling data, balance with the costume, finishing, paint, and coating or fitting/attachment to the representative are to be judged with the costume if it is part of the worn structure of a costume. Items which are hand props and not attached to the body of the representative will be judged separately as hand props.

Purchasing digital 3D models is allowed (like the purchasing of commercial sewing patterns) provided the original creator of the model is credited by the representatives. Representatives may utilize public places such as maker spaces and libraries for the use of 3D printers and are not required to own a 3D printer for their prints to be judged.

However, the items will only be judged on the steps the representatives themselves carry out. These steps are to be clearly outlined in the cosplay build book of the representatives and should clearly indicate which steps were taken to produce the final result. Items which have less process steps or are of low quality when they are finished will receive lower scores than items which follow multiple process steps and have high quality in their finishing.

Examples of these multiple steps include modeling/creation of the 3D print, printing/scaling and manipulation of materials used for the print, finishing, including connecting the seams of multiple printed pieces to create a larger piece, sanding, priming, painting, and the attachment of these items to the costume/body of the representative.

Cosplayers who create their own 3D files will need to show proof of their work (ie: a digital signature and/or screenshots of their process) and be able to explain their processes in their cosplay build book or in their craftsmanship presentation. Failure to acknowledge a purchased 3D print file or lying about the origin of 3D print files will be grounds to exclude the items from judging and they will receive no points.


Additional:

Items which are purchased and printed/finished not by the representatives will be treated as ‘purchased’ items like pre-made swords or knives. There must be at least 50% alteration to a purchased item for it to be considered for craftsmanship judging. Items which are purchased and have little to no alteration work from the cosplayer will be excluded from craftsmanship judging entirely.

If an issue arises upon which it is difficult to make a decision regarding a representative’s costume, it will be discussed by the judges and the Organizing Staff.

All representatives must comply with the decision of the Organizing Staff or may withdraw.


Stage Performance Judging:

Items including costumes that are necessary for the performance are to follow the rules below:

Please note that all weights and measurements are required to be in metric for the WCS Championship event and should be prepared by representatives accordingly.

A maximum of 3 stage props/sets are allowed. Each item should weigh under 10 kg (22lbs) and measure no more than 2,100 mm (82 inches) in height, 2,100 mm (82 inches) in width, and 900 mm (35 inches) in depth.

Furthermore, unique items that are used to hide the costumes or that include special features such as gimmicks or other mechanisms, must be clearly indicated in the performance sheet. Also, in case that stage props need to be connected, unfolded, or manipulated likewise, such an adjustment must be carried out within the 2:30 minute limit for the stage judging.

Failure to adhere to these rules may result in disqualification.

Items other than the stage props that need to be set on or at the side of the stage before the performance are to be set by the representatives. The setup should be possible within the stage changeover time (60 seconds), and the total weight of costumes and props should not exceed 40 kg (88lbs)

Weapons such as shop-purchased imitation swords, katana, or similar items are prohibited. If the Organizing Staff considers an item to be dangerous, for such reasons as the possibility that it can be dropped and/or cause injury to the audience during the performance, its use may be prohibited at their discretion.

 

Logos, Videos, Music, etc.:

The use of official illustrations or logos from WCS or official logos and images from other original works on items required for the performance is prohibited.

Rules for the use of background music and videos are as follows:

Music used in the video must be played or sequenced by the representatives if it is music that would otherwise be subject to rights management by JASRAC, or it must be copyright-free music and sound clips. Representatives and Organizers should confirm that no sound sources used in the representative’s video incur copyright infringement.

Background videos may be projected on the screen set up on the stage. As the use of such videos is intended to assist with the stage and enhance the scope of the stage production, points will not be awarded for the quality of the background video.

Audio must be in English. The use of background music or the words of voice actors from original works (in any language) and the copying or tracing of scenes or images appearing in original works for use in the background videos is not permitted. In addition, the use of videos for which the copyright holder is someone other than the representative team is also prohibited.

In addition to the above points, background videos are to be produced in accordance with the following points:

  • Standard backgrounds: backgrounds that augment the stage atmosphere. i.e.: landscapes, groups of buildings, interiors
    • Permitted production methods: live-action video, hand drawn illustrations, computer graphics, dioramas, etc.
  • Special effects: Explosion, energy, or light effects that coordinate with movements of the cosplayers on stage.
    • Permitted production methods: live-action video, hand drawn illustrations, computer graphics, dioramas, etc.

 
Sound: Full stereo at least 192 kbps Image: 1920×1080 pixels, Screen resolution 1080p, Aspect ratio 16:9 If using a background video, submit it as a video file mixed with the sound clip in one of the following file formats: MOV, MP4, AVI, or WMV.

The video data must be submitted with a resolution of 1080p  (1920×1080 pixels), a screen aspect ratio of 16:9, and in MOV or MP4 file format.


Additional rules regarding special effects and further considerations:

Performing in the audience area or outside of the stage is prohibited.

All items used in the performance must remain on stage.

Props, performers, or items which pass the stage and into the audience may result in disqualification.

Using the following materials is not allowed:

  • Powder, small confetti (metallic, plastic, paper, etc.)
  • Fire or Smoke
  • Water or any Liquids
  • Items which produce a strong smell or leave residue upon the stage
  • Paper/feathers/petals smaller than 2 cm may not be scattered on stage beyond what may naturally fall off a costume or set piece. No items should be scattered and left behind on stage.
  • Crackers that use gunpowder

  • Kabuki streamers can be used provided that their clean up does not exceed the time limit of stage turn over or interfere with the performances following their use.

Event Organizers will stop the use of any material that it deems dangerous or a hindrance to further changeover of the stage. When planning any special stage effects please consult with the Event Organizers in advance. Only equipment that has been approved by the Event Organizers can be used for special effects. (i.e. make an explosive sound, emit strong lights or strobe, etc.)

Performers are not allowed to use any other external power source, such as the plugs, at the venue. All power must come from built-in batteries only.

For the World Cosplay Summit USA Selection:

Any performance and costumes used in the preliminary selection round must be new performances and costumes which have never used in competition before the preliminary selection round. The only exception to this rule is teams which have been selected at Delegate Selection Events.

The performance at the Championship can be the same as, or different from the performance given in the preliminary selection round. However, if it is the same, it should be enhanced to a level appropriate for the Championship stage.
